Fentanyl, Addiction and Behavioral and Mental Health Crisis will provide policy, regulations and fiscal investments across all ages, communities, workplaces, and governing programs to invest in prevention, recovery, and aftercare programs. All state service programs, and funding programs will be mandated to have multi agency engagement and planning, with a cross local, tribal, and federal consultation with intent for collaboration tools and policies to work together to support the crisis in WA State.
Affordable Housing for All
Addresses the need to ensure laws, regulations and policies address the support for middle housing as well as low-income housing, and cities and counties receive the support for GMA smart plans that address the need for zoning and infrastructure for housing of all types, and all high school students and college students must have 2 credits for financial and computer literacy classes.
Homelessness Recovery to Sustainability
By mandating all who receive state funding, not tied to federal funding, are enrolled into recovery and wrap around services for long term support for health and social wellbeing programs.
Public Safety, First Responders and Firefighters Respect and Honor
Will include investments in the ongoing education opportunities thru WA Scholarship funds to provide scholarships to those members, spouses and children to automatically qualify for education support in higher education, certification and apprenticeships; ongoing investment in Criminal and Justice Academy location across the state for training citizens to serve in these career, with additional investment thru WA Scholarships for funding support, and continued investment in safe practices and programs that address equity, diversity and the tools to serve multi race communities with education tools of cultural protocol and awareness of the people you serve.
Mandate for Adequate Time Period for Implementation of Public Safety Policy, Regulations, and Laws
The purpose is to ensure that all public safety policy, regulations, and laws are implemented effectively and responsibly, allowing sufficient time for public safety agencies, law and justice systems, and citizens to interpret, educate, and comply with the legislative action. The mandate will be all new public safety policies, regulations, and laws must have a minimum implementation timeline of no less than 180 days from enactment to allow for proper understanding and preparation. For complex or significant legislative actions, the implementation timeline may be extended as necessary to ensure proper training, education, and compliance. Public safety agencies shall be provided with adequate resources and training materials to educate their officers and personnel on the new policies and regulations. Training programs must be developed and implemented within the implementation timeline to ensure that all officers are informed and prepared to enforce the new laws effectively. The legal agencies shall issue clear and comprehensive guidance on the interpretation and application of the new legislative actions to ensure consistency in enforcement and compliance and shall conduct outreach and education initiatives to inform the public, legal professionals, and stakeholders about the implications of the new laws. Public awareness campaigns shall be conducted to inform citizens about the changes in public safety policies and regulations, their rights and responsibilities, and how to comply with the new laws and these campaigns shall be launched at least 60 days prior to the implementation date to maximize awareness and understanding among the public. We must invest and implement a monitoring and evaluation mechanism shall be established to track the implementation progress, identify challenges, and address any issues that may arise during the transition period. It is important to have regular feedback mechanisms shall be put in place to gather input from public safety agencies, legal agencies, and citizens to improve the implementation process and address any emerging concerns. By establishing this mandate for adequate time period for implementation of public safety policy, regulations, and laws, we aim to promote transparency, compliance, and effective enforcement while fostering a culture of education, collaboration, and preparedness among all stakeholders involved.

Ensuring that I am developing with legislative colleagues and working with agonies, organizations, local and tribal governments on the needs for implement and tracking. policies and programs that support veterans, elders, and youth, Washington State demonstrates a commitment to ensuring that these groups are not forgotten in laws, regulations, and fiscal investments. These targeted efforts help address the specific challenges and needs of each population and contribute to a more inclusive and equitable society for all residents of the state.
Smart Growth Management and Infrastructure for Washington State
Specifically addressing Water, Population, and Climate Change is vital to the sustainability of Washingtonians way of life. Water Resource Protection and Planning Act establish a statewide water management plan that ensures sustainable water use, quality protection, and conservation efforts across all regions of Washington State. However, it does not address water for salmon and resources, or industries. We need laws that address water efficiency standards for agricultural, industrial, and residential sectors to reduce water consumption and promote responsible water stewardship. We need to invest in cross agency science, data sharing and regulations that do not conflict with one another, so we are not stealing water from one need for another: but rather developing water for populations, salmon and industry. We will need to create incentives for the development of innovative water technologies and practices to address future water challenges and ensure long-term water security. Thru investing in the GMA, we can address implementation of the Population Growth Planning and infrastructure Development Act which require comprehensive population growth forecasts and urban planning strategies to guide infrastructure development, transportation systems, and housing initiatives in alignment with smart growth principles. However we must invest in collaboration between local governments, tribal governments, developers, and community stakeholders to integrate population growth considerations into land use planning and infrastructure investments. Imagine the transit-oriented development projects that we can invest in together to enhance connectivity, walkability, and access to public transportation options for growing populations. Our work must also provide investments for the Green Building and Sustainable Development Act, which all new construction projects to meet green building standards, energy efficiency criteria, and sustainability guidelines to reduce environmental impact and promote resource conservation. Not only do we need to encourage the retrofitting of existing buildings with energy-efficient technologies, renewable energy systems, and water-saving measures to improve building performance and reduce carbon footprint, but e need to make it affordable for developers and buyers. We need to continue to provide tax incentives, grants, and rebates for green building initiatives, sustainable development practices, and eco-friendly construction materials to incentivize sustainable growth and infrastructure development. We will need to evaluate and track these laws aim to promote sustainable development, enhance infrastructure resilience, and address the interconnected challenges of water management, population growth, and climate change in Washington State. By ensuring we have the legislative and executive branch tools to implement these laws, then Washington can advance its commitment to smart growth principles, environmental stewardship, and long-term sustainability for future generations.
Children’s Constitutional Right to Education
We must invest in all models, programs, and services to uphold our responsibility. Free School Breakfast, Snack and Lunch Meals for all Youth (K-12 and Higher Education), Free Tutoring programs for all Youth (K-12 and Higher Education), Investment in Sports, Music and Art as Basic Education for all Youth, Invest in mandated Physical, Social and Wellness for all Youth and Invest in Special Education for ALL Youth and provide support in the classroom or in school programs to all schools. Education Incentives for Military members and their families to remain in Washington State and become part of our workforce. In addition to the federal GI Bill, military members, spouse and children will automatically be enrolled into all Washington Scholarship programs to receive housing, meals, childcare, and transportation, as well as supplies, books and clothing for higher education, certifications and apprenticeship programs.
